this is my second time appearing at city hall. the first time i had the opportunity again to witness a session like this, and i want to thank everybody. i want to thank supervisor olague. i have read much about the commission work from the examiner, the san francisco examiner. like jamal and my case manager. i see supervisor mar and supervisor campos and i have been reading about san francisco and all about its developments on the san francisco examiner which as you know is a free newspaper, and i have been seeing all the work you are doing in my district where i live, bay district and bringing things there and cleaning up the navy yard and affordable housing and like jamal said i am trying to get asylum. i moved into this country in 1996 at harvard university and he is my case manager and through his leadership and graciousous and kindness and getting me to places and where i can get some help and so i told jamal. i showed him all my papers and he knew i have a court date on january 31, and i have been living in this country for

and i think we all support the city supporting our schools. i do have concerns about the use of the state reserve, and very supportive of using the children's funds -- the set pretty easy one. i have concerns about the reserve particularly for the reasons that supervisor farrell expressed doing this now, when we still have uncertainties on the state and particularly the federal level. and i understand the debate about the rainy day fund. but from my perspective, you know, the voters have passed these various funds, prop h, rainy day fumgd, to provide funding to the school district. some of that money is supposed to be restricted particularly around prop h, but for the rainy day fund the whole point is for problem budget years for the school district to be able to make its choices about how it spends that money. so, you know, i guess if there were no rainy day money, and it was just depleted and there was no way that money was not going to the school district, that would be a conversation to have. but since we quo that there -- know there's mor

you know, when the city economy is weak, that is what the trigger was put in for. there's clearly a reason as to why the city had to reduce this -- for the school district. but i think the emphasis behind where the supplemental came from as we ask the school district how are you going to fund these programs going into the future i hope we have a real conversation next year, as our city economy looks better and our city economy grows as to whether we're going to pull the trigger again on prop h. i think that in last year, when we pulled the prop h trigger to me it had made sense because we didn't have a good budgetary forecast of what revenues were coming in. as the month of june was closing it looked more and more optimistic. as we look at the budget picture now i think many of us asked why did we pull the trigger last year and that was the reason why i introduced what i thought was a modest fundamental in the school district. overall regardless of your position i'm excited that we're engaging in a robust discussion of what it means to partner and support with our

council for the city of calida that is there. i wrote the incorporation proposal for a city of 17,000 called isla vista. while at isla vista, i directly created, developed, lobbied, got funded and hired the first legal defense center which is now in operation by the university of california santa barbara and that was i don't want to say how many years ago that was. that was in 1978. and i was also on the board of directors and helped develop the very first community federal credit union in the united states which is the isla vista federal credit union out of which many have developed, including the san francisco credit union, based on geographical residence as opposed to a company membership. i also, supervisors want like this as you are all elected, i was the co-sponsor of the first legal ballot option for voting none of the above in the state of california and that was indeed adopted by the santa barbara board of supervisors and allowed by the state elections department to appear as an actual -- and this occurred back in 1978 a
